The proposed reform to the autonomous financing system would increase contribution by 20.975 billion euros annually for all communities starting from 2027.
This increase would be achieved by raising the contribution from IRPF and VAT revenues to the autonomous regions to 55% and 56.5% respectively.
Andalusia, Catalonia, and the Valencian Community would be the most benefited.
Catalonia would recognize the principle of ordinality, going from being the ninth that receives the most to the third.
The proposal is a commitment between the Government of Pedro Sánchez, PSC and ERC, and will be formally presented in the Council of Fiscal and Financial Policy.
It would face resistance from right-wing parties, as well as with Compromís and Junts.
Conclusion: Although the reform proposal is widely supported in Catalonia and would bring tangible benefits to all autonomous communities, it still faces multiple obstacles before its approval.
